On June 28, the 13th ITU-T Research Group (SG13) Conference of the International Telecommunication Union (ITU-T) was held in Geneva, Switzerland. The international standard ITU-T Y.3107, which was jointly developed by Hubei University and Wuhan Rayton Network Technology Co., Ltd., was formally approved.

ITU-T Y.3107 International Standard’s full name is "Functional architecture for QoS management in IMT-2020/5G network" ITU-T Y.3107 specifies the distribution of these functional components in 5G network data plane, control plane and application plane, the definition of interface between functional components, message content format and detailed message processing flow.

ITU is a specialized agency for the United Nations in charge of world information and communication technology affairs. It is responsible for formulating global information and communication standards and promoting global ICT development. Hubei University became an academic member of ITU in 2015. It is the fifth academic member of ITU in China. The approved ITU-T Y.3107 belongs to the SG13 Topic 6 (Quality of Service Aspect including IMT-2020/5G) standard series. Pro. Zhu Guosheng from School of Computer and Information Engineering, Hubei University, is the vice-chairman of the topic and the editor of the standard.

The project team started research of the standards in 2017 and proposed project establishment and submit the standard’s main document body. The standard is led by Hubei University. Participants also include Standardization and Quality Research Institute of Hubei Province, Emergency Management Office of Hubei Province, Korea ETRI etc. Specialists from CICT, Huawei, ZTE, ETRI, China Unicom, China Telecom and experts from South Korea, Switzerland, Italy and some other countries also participated in the discussion.

In addition to working on the technology standards, the team of Hubei University and Wuhan Rayton Network Technology Co., Ltd. also developed related products, and completed the development of 5G network service quality measurement and optimization prototype system, which is expected to achieve product stereotyping, large-scale production and sales to make contributions for promoting national 5G industry and development of strategic emerging industries.
